To be eligible for contract award, bidders must provide three years of driving history for all transport staff, two professional and one personal reference, complete resumes of all transport personnel, an organizational chart, and copies of all applicable licensing and documentation for personnel and vehicles, including valid driver's licenses, emergency roadside assistance coverage, current vehicle registration, cellular phone contact information, and automobile insurance certificates.

In the event the awarded supplier does not provide timely transport to the scheduled appointment and it results in cancellation of the appointment, the awarded supplier, at the Commonwealth's discretion, may be paid 50% of the hourly rate for that trip. In addition, the supplier is responsible for any fees assessed by the medical provider for the missed appointment. Failure to attain agreed performance metrics may be cause for cancellation of the contract.

The period of performance for this contract is from June 1, 2026, to March 31, 2027.

The bid notice states that invoices must be submitted within 30 calendar days of the date of service in accordance with 38 CFR 70 to be considered timely submission.

The government intends to award a contract to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. Quotes will undergo a comparative evaluation to determine which offer provides the best value to the government based on non-priced factors while also providing a competitive price.

Vendors must be Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and registered in SAM. gov. They must also be able to provide special mode transportation services, including wheelchair van, gurney van, and secure car with attendant services, and comply with relevant regulations.

Failure to comply with requirements may result in non-consideration for award, termination for cause, or discontinuation of further order placement.

The bid notice does not explicitly state a deadline for challenging the bid. However, protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt within one day of filing a protest with the GAO.
