The bid notice states that in order to be awarded a contract an offeror must have a unique entity id uei number, be registered and active in the system for award management sam, http:www. sam. gov and have completed their online representations and certifications.

The bid notice states that a site visit date, time, and meeting location will be announced in the solicitation and offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirements and conditions that may affect the cost of the project, specifications, and performance.

The bid notice states that the estimated magnitude of the complete requirement is between 1, 000, 000 and 5, 000, 000.

The response to this Sources Sought notice must be submitted no later than 20 May 2026 at 8:00 AM PT.

Responders must include: business name and address, name of company representative and their business title, business size and type of small business if applicable, CAGE code, Unique Entity ID, and a capability statement.

The purpose of this work is to obtain a representative subgrade soil sample of the existing subgrade and perform all necessary testing.

The government will not pay for any information or administrative cost incurred in response to this RFI. Not responding to the RFI does not preclude participation in any further RFQ, if issued.

The performance of services under this agreement shall be satisfactorily completed, exclusive of city review time, within twenty-four (24) months from the date specified in the notice to proceed (NTP).

Payments will be authorized by the director after completion of performance or delivery and acceptance by the director of all materials, goods, and services stipulated in the contract or purchase order and after the invoices, in triplicate, are received by the using agency. Payments will be made no later than thirty (30) calendar days following receipt of the statement for goods received and services completed.

Offerors will be evaluated based on their qualifications and past performance, technical approach to project phases and deliverables, mangrove removal capabilities, management approach, personnel experience, and proposed price.

The offeror understands that the contractor shall resolve any noncompliance with the requirements of the awarded contract at the contractor's own expense.

A pre-work site visit with CSR is required to assess project area conditions, priority locations for mangrove removal, accessibility, and environmental sensitivities.

The offeror understands that failure to meet contract requirements will constitute a breach of contract that may result in suspension or debarment, and the exercise of rights and remedies as provided by law.

The proposed budget is around $750,****.
