This solicitation is for Off-Highway Vehicles (OHVs) for nationwide use in fire suppression, all-hazard incidents, and prescribed fire projects. Contractors must provide all necessary equipment, personnel, transportation, and lodging, meeting specified standards. Awards will result in multiple agreements. Quotes must be submitted via the VIPR Next Gen vendor application. The agreement period is 5 years from the award date, with annual reviews. Payment is based on rates specified in the agreement at the time of order. Contractors are responsible for all labor laws, insurance, and employee documentation. The government reserves the right to inspect resources at any time. Non-compliance may lead to rejection or agreement cancellation. The estimated award date is June 2026.
The agreement period is for 5 years from the date of award. Contractors must provide availability status to their selected dispatch office within 10 days after award of the agreement.
Payment will be at the rates specified in the agreement that is in effect at the time of the order. Payments will be made in accordance with the prompt payment act. For fractional days at the beginning and ending of time under hire, payment will be based on 50 percent of the daily rate for periods less than 8 hours.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government will award a sufficient number of IBPA's anticipated to meet incident resource needs resulting from this solicitation to responsible quoters whose quotes conforming to the solicitation will be advantageous to the government, price and other factors considered.
IBPA's will be awarded only to quoters with: reasonably priced resources, operationally acceptable resources, and a low or unknown performance risk.
Misconduct may result in the suspension or cancellation of this agreement. If the contractor withdraws resources prior to being released by the government, no further payment shall accrue, and the contractor shall bear all costs of returning resources to the point of hire.
The government is planning prequote meetings, during which potential quoters may obtain a better understanding of the work required. Quoters are encouraged to submit all questions in writing at least five 5 days prior to the conference.
This contract is subject to 41 U. S. C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal, or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause FAR ****, Disputes.
