The contract is for FFP custodial services at the U. S. Naval Air Facility Atsugi, Japan, with recurring and nonrecurring work items. The total award amount is 732,418. 89. There are various options for the contract period. Additional documents, such as an amended performance work statement and inventory list, are provided. The government responded to prospective bidders' inquiries. The contractor is required to comply with various clauses, including those related to gratuities, personal identity verification, commercial and government entity code maintenance, safeguarding of contractor information, contract terms and conditions, order limitations, indefinite quantity, option to extend the term of the contract, and others. The contractor must comply with government installation regulations. Information generated by the contractor is considered government-owned and must be returned upon termination. The Defense Base Act is waived in Japan until March 29, 2026. The contractor warrants that all taxes and customs duties pertinent to the procurement for which the U. S. government is exempt have been excluded from the contract price. The contractor must submit a request in writing to the contracting officer for issuance of an import or tax exemption certificate. Consumption tax exemption procedures apply. Paperless contracting methods will be used to the greatest extent practicable. The contractor must provide the government with the name, phone number, and email address of the contractor's representative prior to commencement of work. The government prohibits bid rigging, price fixing, collusive bidding, bid rotation, offering gratuities, offering or receiving kickbacks. The prices in the offer must be arrived at independently without any consultation, communication, or agreement with any other offeror or competitor. The offer cannot be disclosed to any other offeror or competitor before bid opening. The contractor warrants that the items delivered are merchantable and fit for use for the particular purpose described in this contract. Any disagreement not resolved by the parties may be submitted to the U. S. -Japan Joint Committee for Conciliation. Installation regulations must be obeyed. Invoicing instructions and payment processing are detailed. A preperformance conference will be held within 30 days of contract award.
