Individual task orders will have maximum completion times based on the type and amount of work, ranging from 8 days for a small apartment to 120 days for an extra-large house. The following are maximum completion times that will be included in individual task orders.

Payment shall be made in local currency at the exchange rate in effect the day an invoice is processed for payment by the post financial management officer, within 30 days after receipt and acceptance of works. Payment shall be done based on the vendors actual original invoice within 30 days after the receipt and acceptance of works by the government.

If issues occur during the year following the works due to the contractor's mistake, negligence, lack of attention, or poor quality of work, the contractor shall correct them at their own expense. If issues occur during the following year of works due to contractors mistake or negligence/lack of attention/lack of quality of work performed, the contractor shall correct them at their expense.

If the contractor fails to complete the work within the time specified, they shall pay liquidated damages to the government in the amount of US government hotel and per diem plus for each calendar day of delay. If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of us government hotel and mie plus for each calendarday of delay until the work is completed or accepted.

The total estimated value for the base year plus three option years is $320,**** total price for all years: 320,****

The contract will be for a one-year period from the date of contract award, with three one-year options. Individual task orders will have maximum completion times specified, ranging from 5 days for small apartments to 120 days for extra-large houses.

The contractor shall provide qualified technicians for each trade with relevant experience. The designated representative shall be on-site during working hours and have supervision as their sole function.

If the contractor fails to complete the work within the time specified, liquidated damages will apply at a rate of US Government hotel and M&IE per calendar day of delay.

The government reserves the right to reject any or all subcontractors proposed if their participation may damage U. S. national security interests. Failure to timely submit insurance evidence may result in contract rescission or termination.

The grand total price for the base year plus three option years is $347,****.

Responses must be received by July 3, 2026, 10:30 AM. The anticipated contract start date is upon award.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe work completed. Payment is subject to satisfactory performance and receipt of services.

Award will be made to the bidder who provides the best value to the state, considering bidder meeting or exceeding requirements, ability to meet performance delivery, and price.

The bidder shall have a minimum of three years of relevant experience. Bidders personnel must have at least two years of relevant experience. Three verifiable references for similar services within the last three years are required.

Noncompliance or failure to timely correct deficiencies may result in delayed payment or nonpayment. Failure to comply with conduct standards may result in removal of the employee from the project.

A mandatory onsite visit will be conducted on June 25, 2026, at 2:00 PM at Rio Grande State Hospital, **** S Rangerville Rd, Harlingen, TX **** is mandatory for participation.

Questions or clarifications submission deadline is June 26, 2026, 5:00 PM.

Failure to attend the mandatory onsite visit, submitting exceptions to the IFB, not properly and timely notifying of ambiguities, or failing to comply with the sole point of contact requirements may result in disqualification.

The indicative construction schedule is 4-5 days in fall 2026.
