The Department of Veterans Affairs intends to have all questions answered and posted by close of business (COB) on March 30, 2026. Final responses are due no later than 12:00 PM ET, April 3, 2026.

The VA seeks industry feedback and solution concepts from qualified vendors. Respondents should confirm their solution supports or addresses the requirements laid forth in the attached excel file within the Requirements Traceability Matrix (RTM). Vendors are required to provide a description of their proposed solution, a response matrix mapping their solution to the RTM, and details of past performance with similar size and scale SaaS deployments.

Any and all questions from industry must be submitted by close of business (COB) on March 25, 2026.

The deadline for submission of the Statement of Qualifications (SOQ) and price proposal is 12:00 PM Central Time, April 24, 2026.

The bid notice states that payments will be made via the state of Mississippi's electronic payment and remittance vehicle, generally within 45 calendar days of receipt of invoice. The agency is exempt from Mississippi taxes.

The bid notice indicates that awards may be made to the vendor receiving the highest scores during the evaluation process, which includes weighted scoring for management (35 points), technical factors (30 points), and cost (35 points). BRC uses a multistep sealed qualifications method.

Minimum qualifications include graduation from an accredited school of occupational therapy, certification by the National Board for Certification of Occupational Therapists, licensure by the Mississippi State Board of Health, and three years of experience as an occupational therapist. Applicants must attach a valid copy of their certification and licensure.

The bid notice mentions that termination for default may result in the contractor being liable for additional costs to procure services from another source and could lead to exclusion from future contract awards. It also states that breach of the employment eligibility clause may subject the contractor to termination and loss of licenses.

The bid notice does not mention the submission of samples.

The notice mentions the opportunity to request reconsideration of the terms of the solicitation, which can be viewed in section 6. 5. 4 of the PPRB OPSCR Rules and Regulations, but does not specify a deadline for this request.
