They must also have experience identifying sources and gathering materials at various repositories and possess necessary licenses or certifications to conduct research on heritage properties in France. The contract term is through December 31, 2026, unless sooner terminated. Any work done outside of this period will be at no cost to TDA.

Payment will be made in accordance with the Texas Prompt Payment Act, normally within thirty (30) days after receipt of a properly prepared invoice or acceptance of services, whichever is later. State agencies are required to pay properly submitted invoices within thirty (30) days or contractor may charge a late payment fee.

Proposals will be evaluated under the best value standard, considering respondent past performance, qualifications, experience (30%), respondents proposed plan for providing services (40%), and reasonableness of proposed cost (30%).

Respondents must have high name and likeness recognition across Texas, extensive experience in media (radio, television, social media) with a following, previous experience as a brand representative, spokesperson, or brand ambassador with a positive track record, and an acute understanding of mass media, demographics, and psychographics. Minimum of 20 years on-camera experience in television, film, and radio with statewide and national exposure is also required.

Failure to sign the document will disqualify the response. Making false statements can lead to disqualification, contract cancellation, or state debarment. Failure to comply with the sole point of contact requirement may result in disqualification.

The deadline for submitting quotes is June 09, 2026, at 12:00 PM.

The bid notice states that invoice payments will be made in accordance with FAR **** Prompt Payment. The contractor shall submit an original invoice to the government at the end of each month after satisfactory completion of services for that month. Payment will be made by electronic funds transfer.

The government intends to award a contract/purchase order resulting from this solicitation to the lowest priced, technically acceptable offeror/quoter who is a responsible contractor.

The offeror must provide information demonstrating their ability to perform, including the name of a project manager or liaison who understands written and spoken English, evidence of an established business with a permanent address and telephone listing, a list of clients over the past 5 years with relevant past performance information and references, and evidence of the ability to provide necessary personnel, equipment, and financial resources.

The government may reject as unacceptable proposals/quotations that do not conform to the solicitation. The government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9. 1. The government may rescind or terminate the contract if the contractor fails to timely submit insurance certificates.

The independent government cost estimate (IGCE) for the total potential period of performance, inclusive of the base year and both option years, is USD 206,****.
