The City of Rochester is seeking bids for horticultural supplies for various city departments. The contract will be for one year with the option to extend for up to three additional years. Bids are due by August 12, 2026. Award will be made to the lowest responsive and responsible bidder or the best value offer. Bidders must submit a W9 form with their bid. Delivery is expected within 10 days of order. No bid bond or performance security is required. Samples may be requested prior to award.
Delivery shall be made within ten 10 days after receipt of order.
Prompt payment discounts allowing less than thirty 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids. In connection with any prompt payment discount offered, time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
The contractor shall unconditionally guarantee the materials and workmanship of all products furnished andor services provided for a period of at least one 1 year from date of acceptance of the products delivered, installed and accepted by the city.
Award will be made to the lowest responsive and responsible bidder whose bid is the lowest best value offer to the city by total bid price unless the city determines that it is in its best interest to award by item or group if doing so results in lower overall costs after factoring in the costs of making multiple awards.
The bidder must present within 48 hours of a request evidence satisfactory to the director of purchasing of performance ability and possession of necessary facilities, pecuniary resources and adequate insurance to comply with the terms of these specifications and contract documents.
At the citys option, upon the contractors failure to furnish items within the time periods stipulated herein, the city may purchase such items on the open market. Any excess costs incurred as a result of such action shall be deducted from monies due to the defaulting vendor.
The city reserves the right to require samples andor sufficient product information to be supplied by a bidder prior to award to determine whether or not the products offered meet the citys requirements.
Bids will not be accepted for products in which specimen labels and material safety data sheets are unavailable. Bids submitted without a complete catalog and price list will be considered incomplete bids and may be rejected. The city reserves the right to reject any bid where prices or discounts offered are unbalanced or otherwise inconsistent with current market prices.
