The bid notice states that responses must be submitted via email by 3:00 PM Eastern Standard Time on 04/02/2026.

The bid notice requires companies to provide company information including name, SAM. gov Cage Unique Entity ID, address, point of contact, telephone number, email address, socioeconomic data, business size status and representations, names and types of current federal contracts and/or contract vehicles, and a capabilities statement.

Sealed bids must be delivered to the Longmeadow Purchasing Department no later than 11:00 AM on Tuesday, April 21, 2026.

The contract specifies that payments will be made based on unit pricing submitted by the bidder for completed tasks, inclusive of supply and service. Fees and reimbursable costs combined shall not exceed the unit of measure pricing. The town agrees to pay within thirty 30 days of receipt of an invoice detailing completed work and acceptance.

The contractor guarantees that all labor furnished will be competent, yield first-class results, materials and equipment will be of good quality and new, and the work will be of good quality, free from faults and defects, and in strict conformance with the contract. Guarantees and warranties from subcontractors or manufacturers must be delivered to the town before final payment.

The contract will be awarded to the lowest responsible and eligible bidder, defined as the bidder whose bid is the lowest among those possessing the necessary skill, ability, and integrity, and who has met all minimum requirements.

A qualified bidder must be in the business of providing landscape maintenance services for at least three full years and must demonstrate previous experience providing comparable athletic field maintenance services for a facility of comparable acreage and scale, providing references for evaluation.

The contractor shall pay the town $300 for each calendar day after the substantial completion date for which a requested project task is not complete. The town also reserves the right to withhold payment of liquidated damages from the contractor's invoice payments.

All questions must be submitted in writing no later than 168 hours (7 days) prior to the bid deadline.

The bid notice states that submissions are due by March 31, 2026, Tuesday 12pm MST.

The contracting officer will consider responses for Buy Indian Act opportunities first, then for set aside programs under the Small Business Act.

Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response. Submissions must include a company profile that includes: UEI, name and address, primary POC information, business size and type of ownership, socio-economic status participation such as 8a, WOSB EDWOSB, SDVOSB and HUBZone, identification of native American ownership, SAM. gov representations and certifications, and other related documentation. A brief statement of the company's capability that relates to the described government requirement. Indian owned small business economic enterprises (ISBEEs) and Indian owned economic enterprises (IEE) must also submit a completed IHS IEE Representation Form attached in accordance with HHSAR ****(b).
