Project to replace boiler stack at Rome CBOC. Mandatory site visit on July 15th, 2026. Questions due by July 22nd, 2026. Proposals due August 6th, 2026. Award will be based on a best value tradeoff process considering technical capability, past performance, schedule, and price. Contractor must be registered in SAM and verified as SDVOSB. Work includes demolition, asbestos abatement, and construction of new stacks and support structure. Period of performance is 270 calendar days. Contractor guarantees workmanship for one year and provides a one-year parts and labor warranty.
The total period of performance is 270 calendar days, including 60 days for submittals, 30 days for abatement, and 180 days for construction.
The contractor guarantees workmanship for one year after COR acceptance and shall provide at least a one-year parts and labor warranty on furnished materials, plus any longer manufacturer warranties.
The government will evaluate offers using evaluation factors: Technical, Past Performance, Schedule, and Price. Award will be made to the responsive responsible offeror whose offer results in the best value to the government.
In order to be eligible for award, contractor must be registered in SAM (www. ***. *. *) with a unique entity identifier and verified/certified as SDVOSB in the small business search (www. ***. *. *) at the time of bid/offer submission and before award. Offerors must submit their annual **** report.
A site visit is scheduled for 1 pm EDT on Wednesday, July 15th, 2026. Prospective offerors shall meet in the main lobby at 125 Brookley Road, Rome, NY **** other site visits will be allowed.
Questions must be received no later than July 22nd, 10 am EDT.
Proposals that do not comply with the detailed instructions for the format and content of the proposal may be considered unacceptable and may render the offeror ineligible for award. Information provided out of sequence may not be evaluated and may result in the offeror's disqualification from award.
