Term Loan Government Bids & RFPs

The base loan structure requires monthly principal and interest payments.

Selection will be based on the proposal determined to provide the best overall value and serve the city's interests.

A responsive proposer must be a bank, credit union, savings association, or other regulated financial institution authorized to conduct the proposed business in florida.

The base proposal must permit prepayment without penalty, premium, yield maintenance, makewhole amount, minimum interest, or other charge.

A proposer may be disqualified if its authority, condition, or capacity is not adequately established.

The city requests pricing for two alternatives: an 800, 000 loan alternative and a 1, 000, 000 loan alternative.

Bids will be received until 2:00 PM on Thursday, July 23, 2026.

Payments will be made by a prenumbered check as per AR Code ****.

In the event of two or more identical low bids, the contract may be awarded arbitrarily or for any reason to any of such bidders or split in any proportion between the said two or more bidders at the discretion of the city.

Bids must be signed or will be rejected. Bids must be submitted on the provided form. Bidders shall be aware of Davis-Bacon wage rates and Buy America regulations if applicable.

Liquidated damages shall be assessed beginning on the first day following the maximum delivery or completion time entered on this bid form and/or provided for by the plans and specifications.

Bid opening will be in the conference room on the 3rd floor if the bidder is attending.

Samples of items, when required, must be furnished free, and if not called for within 30 days from the date of bid opening, will be disposed of by the city.

Unsigned bids will be rejected. Bids must be submitted on this form, or they are subject to rejection.

The amount is not to exceed 3,000,****.

Payment will be made net 30 days after receipt of an invoice meeting the requirements. Vendors should indicate if they accept credit card payments without fees or offer early payment discounts.

Proposals shall state the warranties offered. The universities expect a minimum of a one-year warranty after completion of installation or within the manufacturer's warranty, whichever is later.

The award will be made to the responsible vendor whose proposal is most advantageous based on vendor qualifications, project resources, client references, scope of work, pricing, exceptions to terms and conditions, and overall responsiveness.

Vendors must have a minimum of five years of experience in providing similar products and services, be licensed and bonded in all 50 states, and demonstrate compliance with relevant federal and state regulations.

Failure to meet mandatory requirements may result in proposal rejection. Improper communication regarding the RFP may lead to disqualification. Breach of warranty regarding employee eligibility verification is a material breach subject to penalties, including termination.

Administrative legal remedies are exclusive and must be exhausted before filing any legal action. Specific challenge deadlines are not detailed.

Risks include collusion, improper relationships, conflict of interest, failure to meet mandatory requirements, improper communication with university personnel, and submitting proposals not in the specified format.
