This is a Request for Proposals (RFP) from the City of Buffalo for on-call roof inspections, leak tests, and repair services for various city buildings. The resulting award will be a time and material service contract. Key dates include a pre-proposal conference on May 19, 2026, written questions due by May 13, 2026, and the proposal due date and bid opening on May 27, 2026, at 11:00 AM. Contractors must be licensed and experienced. The contract period is one year with four optional one-year renewals. Eligibility requirements include at least five years of experience in commercial and industrial roofing repair, sufficient staffing, and a four-hour response time for non-emergencies and one-hour for emergencies. Insurance and indemnification are required. The City reserves the right to terminate the contract with ten days written notice.
The sealed proposal must be delivered before the bid opening on Wednesday, May 27, 2026, between the hours of 9:00 AM and 11:00 AM. For mailed proposals, it is highly encouraged to schedule for delivery on or prior to Tuesday, May 26, 2026.
The successful contractors shall submit all invoices on a monthly basis no later than 30 days upon work completion. The city's cycle of payments is within 30 days from the date accounts payable received the invoice.
The contractor shall guarantee all work performed against any defects in workmanship and shall satisfactorily correct, at no cost to the city, any such defect that may become apparent within a period of one year after completion of work. The warranty period shall commence upon date of acceptance by City of Buffalo.
The City of Buffalo reserves the right to accept any proposal deemed to be in the best interest of the City, or waive any informality in any proposal. The City may also reject any and all proposals.
Service providers must be a company specialized in roofing inspections, leak tests and repair services and have at least five years experience in commercial and industrial roofing repair services. A minimum of three references of prior and/or current clients for whom the provider has provided similar services is required.
The City of Buffalo may consider certain performance by the contractor as unsatisfactory performance, including in excess of one service call back to correct the same problem within 30 consecutive calendar days, or response times exceeding the specified limits.
An optional pre-proposal conference meeting is scheduled for Tuesday, May 19, 2026, at 12:30 PM at the Deputy Director's office, Room 604, City Hall.
