This notice is a solicitation for supplies or services from a single source. The item requires government source approval prior to contract award. This acquisition is for **** cartridge and propellant actuated devices and components. The government intends to make a single award to the eligible, responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the government, price and non-price factors considered. An RFQ will be posted to NECO. The anticipated award date is December 23, 2025. Paper copies of the solicitation will not be provided. First article testing, production lot testing, contractor data requirements list, FOB origin and destination apply. This item contains explosives and a pre-award safety survey will be required. DFARS ****, safety precautions for ammunition and explosives applies. The acquisition contains explosive ordnance items which require special security, safety and transportation clauses. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only two sources under the authority of FAR ****, all responsible sources may submit a capability statement with an offer, that if received in a timely manner, will be considered. The solicitation will be available no earlier than the response date for this synopsis.

A sample of the wig product is required to be submitted with each offer. Physical samples should be sent to Mission and Installation Contracting Command at the specified address. Offers that do not meet the requirements will not be considered. Refer to addendums **** and **** in the attached solicitation.

This solicitation seeks a local vendor to supply construction materials for civil engineering projects at Morón Air Base. The contract will be subject to Spanish law and regulations regarding government works. Only companies authorized to conduct business in Spain will be considered. Spanish materials, labor, and equipment are preferred. Offers from non-local sources will not be considered.
