Request for Proposals (RFP) for Pest Management Service Contract (****) issued by the University of Maryland, Baltimore County (UMBC). Services include inspection, treatment, control, and elimination of pests and vermin. Mandatory pre-proposal conference and site visit are required. Technical proposals are due August 25, 2026, at 2:00 PM. Evaluation criteria include technical merit, capacity, experience, cost, past performance, and proposed personnel. Contract term is one year with five one-year renewal options. Offerors must have at least five years of experience and demonstrate financial stability. Specific services include routine weekly treatments, drain cleaning, pigeon control, termite services, bed bug detection and treatment, and wildlife services. Emergency on-call service is required within a four-hour period. Successful offeror must submit a performance bond.
Technical proposals are due on August 25, 2026, by 2:00 PM.
The contractor shall provide a warranty covering any pest control services performed under this contract, clearly identifying coverage, duration, and any applicable terms, conditions, or limitations.
Proposals will be evaluated based on offerors response to RFP objectives and requirements, offerors capacity and experience, cost proposal, past performance and references, and proposed management and project personnel.
The offeror shall have at least five years of experience providing comprehensive pest management services for institutional, educational, commercial, or similar facilities of comparable size and complexity.
A site visit is scheduled for July 30, 2026, open between 10:00 AM and 2:00 PM, and is a self-guided tour. Attendance at the site visit is required for proposal acceptance.
Unsuccessful offerors may request a debriefing within ten days after they know or should have known their proposal was unsuccessful.
Attempts by an offeror to contact members of the evaluation committee or otherwise circumvent the established procedure may be grounds for disqualification.
