Resolution Government Bids & RFPs

Bids must be received not later than 2:00 p. m. on July 7, 2026.

Prices bid must be based upon payment in thirty 30 days after delivery and acceptance.

The contractor shall keep his entire portion of the work in repair, without expense to the owner, for a period of two 2 years from the date of final certificate.

Award will be made to the lowest responsible and responsive bidder. In addition to price, evaluation includes quality of performance, timely completion of previous contracts, sufficiency of financial resources, and ability to provide quality and timely maintenance.

On any public works bid submitted in the amount of $50,000 or more, the contractor shall certify that he or she is licensed under Louisiana Revised Statute 37:2150, et seq. and show his or her license number.

For each calendar day that any work shall remain uncompleted after the contract time specified, a sum will be deducted from any money due the contractor as liquidated damages.

A non-mandatory site visit is available. Bidders are required to visit the job site prior to submitting a bid.

A written appeal to the purchasing agent for review by the city's disqualification review board must be submitted within ten 10 days after notice of possible disqualification.

Failure to provide all required documentation, including COS bid forms and corporate resolution, will result in the bid being considered non-responsive. Substantial negative findings from award criteria may result in disqualification of the lowest bidder.

One sample of rope segment shall be submitted for review for each tiedown anchor installed.

Failure to upload COS bid form #1, COS bid form #2, and a corporate resolution, or failure to acknowledge any addenda on form #1, will result in the bidder being considered non-responsive.

Payment confirmation is WAWF paid by DFAS. If you do not have a Wide Area Workflow (WAWF) account, you are unable to receive payment from Norfolk Naval Shipyard as payment is paid through WAWF.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

An award will be made based on lowest price technically acceptable (LPTA) as brand name. All quotes will be evaluated for both technical acceptability and price reasonableness.

Vendors must provide a detailed unpriced capabilities statement for review and acceptance by the technical POC. The technical capability portion of the quote should include, if applicable: lead time for each item, specifications if quoting alternate material, complete list of supplies per the SOW ordering data, and name of the manufacturer and country of origin.
