Offerors are required to submit, no more than 5 pages, a plan describing how they will meet the requirements outlined in the statement of need son. The plan shall describe how the offeror will conform to the requirements outlined within the son. The plan shall also include all specifications of parts and equipment necessary for completion of the project.

Late submissions, modifications, revisions, and withdrawals of offers: Offerors are responsible for submitting offers and any modifications or revisions to the government office designated in the solicitation by the time specified in the solicitation. Any offer, modification, or revision received after the time specified for receipt of offers is late and will not be considered unless it is received before award is made and the contracting officer determines that accepting the late offer would not unduly delay the acquisition.

The government intends to evaluate offers and award a contract without discussions with offerors. The offerors initial offer should contain the offerors best terms. However, the government reserves the right to conduct discussions, if necessary. The government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

Delivery of proposed products shall be within thirty (30) days of issuance of the notice of award to the successful bidder.

Payment shall be within thirty (30) days of county acceptance of the equipment or receipt of the vendors invoice, whichever is later.

The successful bidder shall warranty their broom bristles as to the specified capacities and performance and to be free from all defects in design, material, and workmanship. All defective sets shall be replaced free of cost.

It is the intent of Chemung County to award the bid to the responsible bidder submitting the lowest responsive bid.

The successful bidder must be a manufacturer or a manufacturers authorized sales agent distributor of the proposed product. Bidders shall provide proof of financial and technical ability to produce and provide all bid items.

The supply of substandard or nonspecification compliant products by any awarded vendor shall be cause to reject the material and may also be cause for the county to cancel the vendors contract in its entirety.

Should a discrepancy be found in, or omissions from the specifications, requirements for contract, or bid proposal form, or should the bidder be in doubt as to their meaning, they shall at once, no later than seven days prior to submission of proposal, notify the purchasing director in writing.

If this document is found to be altered in any way by a plan holder, it shall be cause for disqualification of the plan holder from any contract resulting from this solicitation and/or any future solicitation by Chemung County or the City of Elmira.
