Proposals must be received no later than 2:00 PM Mountain Standard Time on July 10, 2026. Proposals received after this deadline will not be accepted.

Upon written request from the seller for payment, the university shall, within 30 days, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance. Late payment charges shall be one and one-half percent per month as set forth in section **** NMSA ****.

The seller agrees that the tangible personal property or services furnished under this agreement shall be covered by the most favorable commercial warranties the seller gives to any customer for such tangible personal property or services. Vendor agrees not to disclaim warranties of fitness for a particular purpose or merchantability.

The contract shall be awarded to the offeror or offerors whose proposals are most advantageous to the agency taking into consideration the evaluation factors set forth in this RFP. The most advantageous proposal may or may not have received the most points.

The evaluation committee may make such investigations as necessary to determine the ability of the potential offeror to adhere to the requirements specified within this RFP. The evaluation committee will reject the proposal of any potential offeror who is not a responsible offeror or fails to submit a responsive offer.

The procurement code, NMSA ****, **** through ****, imposes civil, misdemeanor and felony criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for bribes, gratuities and kickbacks.

The 15 calendar day protest period shall begin on the day following the award of contracts and will end at 5:00 PM Mountain Standard Time/Daylight Time on the 15th day. Protests must be written and must include the name and address of the protestor and the request for proposal number.

Failure to complete and return the signed unaltered Campaign Contribution Disclosure Form or Letter of Transmittal Form will result in disqualification. Failure to adhere to this requirement [securing written approval prior to release of information] may result in disqualification of the offeror's proposal or removal from the contract.

The schedule for call orders involving no more than 15 ownerships is: Title insurance commitment: 45 calendar days; Updated title insurance commitment: 20 calendar days; Endorsement: 15 calendar days; Final title insurance policy: 10 calendar days.

An itemized invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received.

Suppliers must submit a written commitment from a title insurance company authorized and qualified to issue policies in the state where the land is located. If a supplier is a corporate entity, it must be registered with the Louisiana Secretary of State and be in good standing.

Failure to comply with the terms contained herein will cause the title product to be returned to supplier for compliance with BPA. Work products that do not meet these specifications will be returned to the supplier for correction.

Work products that do not meet specifications will be returned for correction. Work products found not to be technically accurate will be returned to the supplier to be revised at no cost to the government.

The BPA purchase limitation is $325,**** over the five-year period of performance.

The bid notice states attorneys interested in being retained to provide legal services in these areas, or any other area of practice which an attorney wishes to suggest might be needed, should submit a letter of interest together with a statement of qualifications which includes the following information: 1. the name, business address, telephone and fax numbers, and email address of the attorney. 2. the name of the law firm with which the attorney is affiliated, if any, the number of years the attorney has been with the firm, whether the attorney is a partner, shareholder or employee of the firm, and what, if any, special practice units are part of the firm. 3. a summary of the attorneys educational and employment background. 4. the jurisdictions state and courts in which the attorney is licensed and authorized to practice. 5. a brief description of other staff and facilities available to the attorney, including secretarial and paralegal support, and other attorneys. 6. the range of hourly rates charged by the attorney, and a summary of the types and amounts of costs charged by the firm. 7. the areas of practice in which the attorney is interested in being retained with a brief summary of the attorneys experience and types of casesmatters the attorney has handled.
