Sealed bids are invited for the US 70 Highway Water Line project. The project includes mobilization, survey, asphalt demolition and repaving, concrete curb and gutter, sidewalk demolition and installation, and waterline installation. Bids will be received until June 17th, 2026, at 10:00 AM EST. A bid bond of 5% is required. A goal of 10% for small or minority business participation has been established. An optional pre-bid conference will be held on May 27th, 2026, at 10:00 AM EST at the project site. The contract documents can be obtained for $150. 00. The Town of Black Mountain reserves the right to reject any or all bids.
Bids are due by June 17th, 2026, at 10:00 AM EST. The work is to be substantially completed and ready for final payment within 365 days after the notice to proceed.
Progress payments will be made on or about the 15th of each month, based on work completed, less 5% retainage. Final payment will be made upon substantial completion and acceptance of the work.
The contract includes a one-year guaranty period after substantial completion.
The contract will be awarded to the lowest, responsive, responsible bidder. The owner may also consider qualifications, experience of subcontractors, and operating costs of major equipment.
Bidders must be appropriately licensed in North Carolina. Within five days after bid opening, bidders must submit written evidence of qualifications such as financial data and previous experience upon request.
Liquidated damages of **** per day will be assessed for delays beyond the substantial completion date and for failure to complete the remaining work within the contract time.
An optional pre-bid conference will be held on May 27th, 2026, at 10:00 AM EST at the project site. Bidders are responsible for inspecting the site.
Failure to complete minority business participation forms, submitting a conditional or qualified bid, or failing to execute the contract within ten days after award can lead to disqualification or forfeiture of the bid bond.
