Payment will be structured on a milestone-based or monthly invoicing schedule to be negotiated with the selected proposer, subject to satisfactory delivery of contracted work. net 30 standard.

Proposals will be scored against the following weighted criteria: demonstrated relevant experience and quality of work samples 25, strength of approach, methodology, and creative thinking 25, team qualifications and capacity to deliver 15, budget value and cost-effectiveness 15, measurement, reporting, and accountability approach 10, Colorado-based preference 5, familiarity with Colorado destinations, mountain resort 5, communities, and CTO programs total 100.

Proposers must have no fewer than three 3 years of demonstrated experience delivering services relevant to the elements proposed.

The total year 1 marketing budget is up to 117, 000 across agency, with a total year 1 marketing budget of 135,000.

The anticipated project start date is October 1, 2026, for a one-year contract.

Invoices submitted to the city shall be payable sixty (60) days from the time of receipt by the city.

Among technically qualified applicants, the city will consider proposed costs and make an award based on the proposal determined to provide the best overall value to the city.

Applicants receiving a minimum score of 70 points overall, including at least 35 points in the qualifications experience category, will be considered technically qualified.

Failure to deliver within the time quoted or failure to meet specifications may result in default in accordance with the general specifications.

Failure to follow instructions could result in information considered private being posted to the city's open meetings portal and made available as public record.

The department of housing human services anticipates awarding a single contract for an estimated total of $20,000.

Proposals are due by Wednesday, August 5, 2026, at 4:30 PM. Services are anticipated to begin August 19, 2026, with a website launch targeted for October 1st.

The DDA will process payment of invoices based on completeness, according to the City of Royal Oak's approved accounts payable calendar. The DDA is a tax-exempt entity.

The selected consultant will provide a warranty period following launch. Proposals should describe ongoing maintenance services and technical support availability.

Entities in bankruptcy or receivership cannot respond. Responding entities must disclose if they or their parent company are in bankruptcy/receivership. Failure to do so may result in contract termination.
