The proposer must show the necessary facilities, ability, and financial resources to provide the services. Past history and references are required. Proposals are due by 4:00 PM on Thursday, July 16, 2026.

The city will base its selection on considerations including, but not limited to, unit prices and the clear ability of the proponent to successfully perform under the terms of the contract. Proposals will be evaluated based on responsiveness, minimum general qualifications, price evaluation, customer service approach, and references, and system design and operations.

Proponents must have experience in brownfields programs, grants, grant implementation, assessment, and planning, including Phase I environmental site assessments, regulatory reporting, and public engagement.

Bid protests regarding the solicitation must be submitted in writing to the director of purchasing, 7 days prior to bid opening. Bid protests regarding the bid opening or contents of submitted bids must be submitted in writing to the director of purchasing, within 3 days of the bid opening.

Failure to comply with process integrity requirements, including communicating only through the designated contact person, may result in disqualification. Failure to include all information outlined in the RFP may be cause for rejection.

The period of performance is after the contract is awarded and before September 30, 2026. Specific deliverables have due dates ranging from 10 to 30 days after award or event, and training delivery is scheduled as per the program.

Vendors must provide a firm fixed price quote for professional training services and fulfill all requirements stated in the attached Statement of Work (SOW).
