Invoices shall be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) at www. ***. *. * to upload required documents directly to the website listed above will delay prompt payment of an invoice.

Award will be made to the quoter whose submission is technically acceptable, determined responsible, and represents the best value to the government, price and other factors considered. Technical capability and past performance, individually or combined, are more important than price.

Offers will be solicited from Indian Small Business Economic Enterprises (ISBEE) that are also small business concerns. If there is not enough competition, quotes will be considered for award to other small business concerns. The contractor must be registered in the System for Award Management (SAM).

Responses to this IFB must be received August 13, 2026, 10:30 am CT.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe work completed.

Award will be made to the bidder who provides the best value to the state, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have relevant experience of at least two years. Personnel must be trained and have at least two years of relevant experience and be at least 18 years of age.

Failure to correct deficiencies may result in delayed payment or nonpayment. Noncompliance with intoxicant/drug policy may result in termination.

Failure to comply with sole point of contact requirements, submitting exceptions, not meeting minimum requirements, or submitting incomplete information may result in disqualification.

The historical spend for similar services was $30,000 for the period September 01, 2022, to August 31, 2023.
