The City of Galveston is seeking qualified firms for bond underwriting services for a 5-year period. Proposals are due by July 14, 2026, at 10:00 a. m. CST. Submissions must be electronic. The City reserves the right to reject any and all proposals. The selection will be based on competitive sealed qualifications, with an emphasis on quality of proposal, demonstrated ability, professional qualifications, and experience. The City encourages DBE, HUB, women, and minority-owned businesses to participate.

Proposals will be evaluated based on the quality of the proposal and responses to specific questions (35%), demonstrated ability in providing similar services (20%), and professional qualifications and experience (25%). The evaluation of proposals and the selection of vendor will be based on the information provided by proposer in its proposal.

Protests must be submitted in writing to the City's Purchasing Division within three working days after the aggrieved person knows or should have known of the facts giving rise to the protest. The protest will be submitted in writing to the cogs purchasing division within three working days after such aggrieved person knows of, or should have known of the facts giving rise thereto.
Failure to address questions posed, attempting to deviate from discussion topics, or communicating with City personnel without permission may lead to disqualification. Any attempt by proposer or vendor at deviating from the issues and topics to discuss other issues and topics concerning the proposal brought forth by the cog shall be grounds for disqualification.
