Onslow County Schools is seeking proposals for the reroofing of Northside High School's 600 Hall Base Bid and 600 Hall Addition Alternate. The project involves removing existing EPDM membrane and metal trim, and recovering the roof with new TPO membrane roofing system. A mandatory site visit is scheduled for Tuesday, June 16, 2026, at 10:00 AM at Northside High School. Proposals are due by June 4, 2026, at 2:00 PM. The contract duration is from award through 7/30/2027, with an option to extend for two additional years. The contractor will be responsible for labor, equipment, cleanup, and disposal of debris. A 1-year warranty on labor and workmanship is required, along with a 20-year manufacturer's warranty on materials and a 10-year watertightness warranty. Unit pricing is required for deteriorated wooden nailer, metal roof deck, and fiberboard insulation. Core sampling will be conducted at the site visit to determine insulation thickness.
Proposals must be received by 2:00 PM on June 4, 2026. Work is required to begin within 90 days after receipt of order.
Payment terms are net not later than 30 days after receipt of a correct invoice or acceptance of goods, whichever is later. Onslow County Schools does not agree in advance to pay costs such as interest, late fees, penalties, or attorneys fees.
The contractor shall warranty labor and workmanship for a period of one (1) year to be free from all defects. The roofing system will include a 20-year or longer full value NDL full system warranty on materials and of the roofing system, insulation, flashing and sheet metal work, and a 10-year water tightness warranty.
The award of the contract will be made to the vendor whose proposal is shown to be most advantageous to Onslow County Schools, considering factors such as prices offered, quality, reputation, capabilities, conformity with specifications, suitability for use, related services, and delivery/performance dates.

In the event of default by the vendor, Onslow County Schools may procure goods and services from other sources and hold the vendor responsible for any excess costs. The contract may be terminated for cause, and the vendor may be debarred from future business.
A mandatory site visit will be held on Tuesday, June 16, 2026, at 10:00 AM at Northside High School, 365 Commons Dr S, Jacksonville, NC **** of a bid shall constitute sufficient evidence of compliance with the site visit requirement.
Sample of items, when required, must be furnished as stipulated herein, free of expense, and if not destroyed will, upon request be returned at the offeror's expense. Request for the return of samples must be made within 10 days following date of response opening.
When an offeror wants to protest a contract awarded by Onslow County Schools, a written request must be received in the purchasing department within ten (10) consecutive calendar days from the date of the contract award.
Proposals may be subject to rejection unless submitted on the provided form. Failure to execute/sign offer prior to submittal may render proposal invalid. Late submittals are not acceptable.
