The Air Force Test Center is seeking white papers for the design, manufacture, and testing of a prototype high-performance compressor system. This effort is issued under 10 **** for Other Transaction Prototype (OTP) agreements. The goal is to identify potential solutions and innovative approaches to meet technical objectives detailed in the Statement of Objectives (SOO). White papers should focus on a comprehensive approach validating critical design elements and ensuring successful integration and long-term sustainment. The government will use these papers to assess industry capabilities and select vendors for a potential future Request for Prototype Proposal (RPP). The project is structured in three phases: Phase I (Base Effort: System Analysis and Design), Phase II (Optional Effort 1: Prototype Manufacturing and Test), and Phase III (Optional Effort 2: Installation and Test Support). The government estimates a total prototype project price between $500k (Phase I) and $50. 7m (inclusive of Phases I, II, and III). Respondents shall submit a white paper including company information (name, address, website, POC, CAGE code, and SAMUEI), technical approach, integration, logistics, and data rights methodology, risk adaptability assessment, corporate experience summary, schedule, and cost estimate. Compliance with 10 **** is also required, with specific conditions for award.
