The Department of Veterans Affairs is seeking a contractor to demolish and replace boiler and generator exhaust stacks and a chimney structure at the Rome CBOC. The project includes asbestos abatement, hazardous material removal, and reroofing. A mandatory site visit is scheduled for July 15th, 2026. Proposals are due August 6th, 2026. The contract will be awarded on a best-value tradeoff basis, considering technical capability, past performance, schedule, and price. The contractor must be registered in SAM and verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB).
The total period of performance is 270 calendar days, including 60 days for submittals, 30 days for abatement, and 180 days for construction.
The contractor guarantees workmanship for one year after COR acceptance and provides at least a one-year parts and labor warranty on furnished materials, plus any longer manufacturer warranties.
The government will evaluate offers using technical capability, past performance, schedule, and price, intending to award to the responsive responsible offeror whose offer results in the best overall value to the government.
Contractors must be registered in SAM and verified/certified as SDVOSB at the time of bid submission and before award. Offerors must submit their annual **** report. Key personnel qualifications for the safety manager are also required.
A site visit is scheduled for 1 pm EDT on Wednesday, July 15th, 2026, at 125 Brookley Road, Rome, NY **** offerors shall meet in the main lobby. No other site visits will be allowed.
Questions and requests for information (RFIs) must be submitted in writing to the contract specialist no later than July 22nd, 10 am EDT.
Proposals that do not comply with detailed instructions for format and content may be considered unacceptable and may render the offeror ineligible for award. Information provided out of sequence may not be evaluated and may result in disqualification.
