This is a Request for Quotation (RFQ) for services to restore the Marine Security Guards Residence (MSGR) gym room floor. The work involves repairing a concrete slab-on-grade structure. Key requirements include demolition and replacement of the existing concrete slab, installation of reinforcement steel rebar, and finishing of new concrete. Bidders must possess the required experience and provide three references. The contract type is firm-fixed-price, with award based on lowest priced and technically acceptable offers. Quotations are due by May 7, 2026, and must be submitted electronically in English. The contractor must commence work within 5 calendar days after the notice to proceed and complete the entire work within 12 business days. Security review of employees and subcontractors is required. A preconstruction conference will be held 10 days after contract award. The magnitude of the construction project is anticipated to be less than $25,000.
The contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance including final cleanup of the premises within 12 business days. The contractor shall be required to commence work under this contract within 5 calendar days after the date the contractor receives the notice to proceed.
Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. Under the authority of FAR ****, the 14-day period identified in FAR ****1a is hereby changed to 30 days.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject quotations that are unreasonably low or high in price.
Offerors/quoters must be technically qualified and financially responsible to perform the work described in this solicitation. At a minimum, each offeror/quoter must meet the following requirements: be able to understand written and spoken English; have an established business with a permanent address and telephone listing in the Republic of Congo or plans to establish an office within 30 days of contract award; provide proof of SAM registration to include the SAM UEI number; be able to demonstrate prior construction experience with suitable references; have the necessary personnel, equipment and financial resources available to perform the work; have all licenses and permits required by local law; meet all local insurance requirements; have the ability to obtain or to post adequate performance security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution; have no adverse criminal record; and have no political or business affiliation which could be considered contrary to the interests of the United States.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 25,000 FCFA for each calendar day of delay until the work is completed or accepted.
A site visit has been scheduled for April 30, 2026. Participants will meet at the US Embassy Brazzaville Chancery.
