Library of Congress will order the specified minimum amount under each IDIQ contract. Specific requirements will be identified in individual orders. The contractor must transcribe from Microsoft Word files, proofread, duplicate using a press or embosser, bind, box, and ship to thousands of individuals. The contractor will also provide digital Braille in BRF format. NLS specifications 801 apply with some exceptions. A sample mailing list file will be provided. The contractor must provide samples of printed addresses within two weeks of contract execution. Delivery vehicles must meet specific safety and security requirements. All postage and fees related to submission of information are to be paid by the contractor. The contract incorporates various FAR clauses by reference. The
Library of Congress is not subject to the prompt payment act. All information and communication technology (ICT) supplies, information, documentation, and services must comply with the Americans with Disabilities Act (ADA). The contractor must provide a quality assurance plan. Key personnel requirements are detailed in the document. The contractor must comply with all
library security procedures. The government will furnish publication text and cover image files electronically. The contractor must send email confirmation to the COR within one day of receipt of all government furnished files.
