The entire and complete quote, composed of volumes I through III, shall be submitted through email to all individuals stated in 1. 1 Point of Contact POC, no later than May 26, 2026, 4:00 PM CET. The government recommends submission of the quote prior to the closing date, to ensure the entire quote is received on time and considered for award. Late submissions or submissions via other means will not be accepted.

Award to the offeror whose quote represents the best value to the government based on the evaluation criteria set forth in this RFQ.

Offerors are required to meet all request for quote RFQ requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. The offeror shall submit a MCP that clearly describes how the offeror intends to successfully manage operational tests, maintain, repair, and inspect barrier, tire killer, bollard, and gate systems. The offeror shall submit valid certificates of competency trained to work on Heintzmann Industries systems of the employees being intended to perform the solicited services.

An optional site visit is scheduled for May 12, 2026. Please reference attachment 5 Site Visit Instructions.

Questions/comments for the solicitation must be submitted via email to the CO and CS not later than, May 18, 2026, 4:00 PM CET to ensure government consideration.

Failure to meet a requirement may result in an offeror being ineligible for award. Quote contents that exceed the stated page limitations will be removed from the quote by the CO prior to turning the quote over to the government evaluation teams, and will not be considered in the evaluation. In the event that any files are corrupted or unreadable, the government may request the offeror to resubmit the electronic media. Offers not submitted in euro and offers who submit for partial or incomplete clins x001 through x004 may not be considered for award.

The estimated total value for this acquisition is USD 12,500,****.

The period of performance shall be for one base year and two option years: Base year: 13 March 2027 - 12 March 2028, Option year 1: 13 March 2028 - 12 March 2029, Option year 2: 13 March 2029 - 12 March 2030.

Invoices shall be submitted no later than 5 business days after the end of each month (30-day period), depending on the contract award date. Manual invoices will not be accepted; Wide Area Workflow (WAWF) invoicing is required.

Contractor personnel shall be U. S. citizens, possess a secret security clearance, and must maintain it for the life of the contract. They must also be able to pass general access requirements for the DACID Gillem main facilities.

The government will have the right to exercise a penalty cost due to the contractor being out of compliance with the contract agreement, specifically for failure to submit invoices in a timely manner.

Contractor or subcontractor employees whose place of performance is at the DACID Gillem for two weeks or more are required to give a DNA sample and information at no cost to the contractor or employees. This is a mandatory requirement.

Any unwillingness to provide the information and DNA sample of even one employee contracted under this PWS having performance at the DACID Gillem place of performance for two weeks or more will be seen as a breach to a material clause of this PWS.

The bid notice states that proposal submission, evaluation criteria (e. g. , price only, LPTA, or tradeoff), and order specific clauses are contained entirely within the attached BOAST RFOP document. Offerors shall review the attached RFOP in its entirety to prepare their proposal.

The bid notice states that to be eligible for award, a vendor must have a fully executed BOA in place by the closing date and time specified in the attached RFOP.

The bid notice states that failure to obtain and respond to any amendments prior to the closing date may render your proposal unacceptable.
