This is a request for support services for the US Marine Corps Insider Threat Program (MC INT). The scope includes providing behavioral, analytical, policy, and technical support, as well as implementing an analysis hub to detect, deter, and mitigate insider threats. The contractor will be responsible for maintaining, assessing, modifying, and effectively implementing the MC INT and hub. The contract period is one base year and four 12-month option periods, starting April 2, 2026. The primary place of performance is in the National Capital Region, with exceptions for specific regions. Telework is authorized. The contractor must adhere to specific travel regulations and provide detailed travel requests. All travel expenses must be reasonable and allowable, and the contractor must notify the contracting officer if travel costs reach 85% of the available funds. Additional or specialized equipment, services, and supplies will be reimbursed at the actual price paid, less any credits or rebates. The contractor must obtain
security clearances and comply with all
security regulations, including the handling of classified information. The contractor must provide a contract manager and key personnel. Deliverables include monthly status reports, training materials, analytical reports, program outreach reports, personnel training reports, meeting minutes, analytic assessment reports, trip reports, an annual INT report, program strategy plans, service analysis section metric reports, an internal network site, and quality control reports.
