The Harris County Department of Education (HCDE) and Choice Partners (CP) are seeking proposals for roofing, waterproofing, and masonry maintenance, as well as job order contracting. Proposals must be submitted online by February 12, 2026. The contract has an initial term of one year with the possibility of three one-year renewals. The total estimated value for all contracts awarded under this CSP is $200 million. HCDE will conduct a price or cost analysis and document its findings. Vendors must provide detailed monthly reports of all sales activity. The Buy American Act applies to this bid.
The bid notice states if delivery is not or cannot be made within this time period, vendor must receive authorization from hcdecp member for the delayed delivery.
Payments are due to vendor by HCDE and any CP member whose governing body meets only once a month or less frequently, within forty-five 45 days after the later of the following: 1 the date HCDE or the CP member receives the products and services under the contract 2 the date the performance of the service under the contract is completed or 3 the date HCDE or the CP member receives an invoice for the products or service.
The bid notice states all products andor services provided by the vendor under this contract must be warranted to be free from defects in material, workmanship, and free from such defects in design for a period of one 1 year upon the later of hcdes or the cp members acceptance of the product andor service or payment of the applicable invoice.
The bid notice states awards will be made to the responsible vendors whose proposals isare determined after evaluation by hcdecp to be the best value to hcdecp and to cp members.
To qualify for evaluation, a proposal must have been submitted on time and must materially satisfy all mandatory requirements identified in this document.
If the vendor is unable to provide the products or services at the prices quoted in vendors proposal or if vendor fails to fulfill or abide by the terms and conditions of the contract, the csp, or a supplemental contract, HCDE or the CP member may take the following actions, in the sole discretion of HCDE or the CP member, and vendor agrees to comply with the chosen actions.
The bid notice states if necessary or requested by the cp member, vendor shall visit the cp members site and conduct a walkthroughproject scoping with the cp members representative to define the scope of work.
The bid notice states if requested by the cp member, samples must be submitted for approval at the vendors expense, shipping charges prepaid.
The bid notice states complaintsappeals must be received by the close of business on or before the 15th hcde business day after award of the contract.
The total estimated value for all contracts awarded under this CSP is $200 million.
