Bids are solicited for the 2026 Road Improvement Program by the Township of Wyckoff. The project includes supplying and installing hot mix asphalt, roadway base repair, milling, and resetting utility holes. Bids are due by July 7, 2026, at 11:00 a. m. The contract will be awarded through a fair and open process to the responsible bidder submitting the lowest base bid. All bids must be submitted electronically via www. ***. *. * paper copies will be provided. Bidders must be registered with the State of New Jersey at the time of contract award and provide an ownership disclosure statement. Work is to be completed between August 31, 2026, and October 2, 2026.

Payment will be made in accordance with the owner's policy and procedures. Invoices shall specify, in detail, the period for which payment is claimed, the services performed, and the amount claimed. For construction contracts, prime contractors shall be paid within thirty 30 calendar days after the billing date or after the next Township Committee meeting date, whichever is less, provided certain conditions are met.
The contractor shall guarantee any or all goods and services supplied. Defective or inferior goods shall be replaced at the expense of the contractor. A maintenance bond may be required upon acceptance of the work, guaranteeing against defective quality of work or materials for a period of 2 years.
If the award is to be made on the basis of a base bid only, it shall be made to that responsible bidder submitting the lowest base bid. If the award is to be made on the basis of a combination of a base bid with selected options, it shall be made to that responsible bidder submitting the lowest net bid.
Bidders must be responsive and responsible contractors. They must be registered with the State of New Jersey at the time of contract award and provide an ownership disclosure statement. Bidders must also comply with various statutory requirements including affirmative action and business registration.
A business organization that fails to provide a copy of a business registration as required, or that provides false business registration information, shall be liable for a penalty of $25 for each day of violation, not to exceed $50,000, for each proof of business registration not properly provided.
Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent with a copy to the engineer/architect no less than three business days prior to the opening of the bids.
Bids may be rejected if more than one bid is received from an individual, firm or partnership, corporation or association under the same name, or if multiple bids are received from an agent representing competing bidders. Failure to provide an ownership disclosure statement is a non-waivable defect. Failure to submit a bid guarantee shall result in rejection of the bid.
