The Village of North Riverside is soliciting proposals for sidewalk and concrete work in an as-needed capacity. Proposals are due by 3:00 PM CDT on Friday, April 10, 2026, and can be submitted by mail or email. Contractors must be insured and bonded, on the Illinois Department of Transportation accepted list of quality services, and comply with prevailing wage requirements. Pricing should be good for one calendar year. The village does not pay federal excise tax or Illinois retailers occupational tax. The proposal will be awarded to the responsible bidder whose proposal is most advantageous to the village, considering price and other factors. Additional information is available at the Public Works building. Questions regarding the scope of services are due by Monday, April 6, 2026, by 3:00 PM CDT, with responses provided by Tuesday, April 7, 2026. Contractors must be registered with the village. The scope of work includes repairs to water mains, residential and commercial service line repairs, water valve replacement, fire hydrant replacement, sewer line repair, catch basin removal and replacement, and high-pressure cleaning of main sewer lines. Proposals should include hourly rates, overtime and emergency rates, pricing differences for crew/staffing, potential contractor costs (plumbers, augur crew, traffic control), equipment costs, material costs, and any other relevant costs. An option for a 2-year or 3-year contract should also be included. Firms must provide information on qualifications and references from municipal clients. Insurance requirements include commercial general liability, owners and contractors protective liability, business automobile liability, workers compensation, builders risk, and environmental impairment/pollution liability. Contractors must obtain all necessary permits and licenses at their own expense. Compliance with the Illinois Prevailing Wage Act is mandatory, including submission of certified payroll on a monthly basis. Contractors must also comply with OSHA standards and the Substance Abuse Prevention on Public Works Projects Act. The contract includes provisions for indemnification, compliance with laws, and equal opportunity. Collusion is prohibited, and bidders certify that prices are established without knowledge of other proposals and without collusion. The Equal Pay Act and Illinois Freedom of Information Act must also be complied with.
