Bids are due no later than 2:00 PM on Thursday, September 10, 2026.

Award shall be made to the most responsive, responsible bidder whose proposal meets the requirements and criteria set forth in this RFB, price and other factors considered, and whose bid is determined to result in the optimum economic advantage to the City.

Contractor must hold a C20 warm-air heating, ventilating and air-conditioning contractor license, which must be active and in good standing at the time of bid and throughout the term of the contract. Contractor must also provide at least three references for similar large-scale contracts within the past two years.

Two mandatory pre-bid meetings have been scheduled for this project. Bidders are required to attend at least one of the mandatory meetings in order to be eligible to bid on project. Meetings will be held at the Visalia Water Reclamation Facility, **** Avenue 288, Visalia, CA on: Tuesday, August 25, 2026 at 9:00 a. m. and Wednesday, August 26, 2026 at 10:00 a. m.

Any actual bidder who is aggrieved in connection with this RFB or award of a contract hereunder may protest to the City of Visalia Purchasing Division in writing within five (5) working days after such aggrieved bidder knows, should have reasonably known, or could reasonably be expected to know of the facts giving rise thereto.

Failure to adhere to the policy of not contacting any other City personnel for meetings, conferences, or technical discussions related to this invitation to bid may be grounds for rejection of bids.

Substantial completion is by October 15, 2026, and final completion is by November 2, 2026.

Award will be made to the responsible offeror that submits a responsive quote with the lowest total quote price.

Offerors must be certified by the State of Oregon as an Emerging Small Business (ESB) and perform at least 51 percent of the labor using their own workforce.

Liquidated damages will apply for failure to complete the project by the substantial completion date.

A voluntary pre-quote conference is scheduled for July 12, 2026, at 11:00 AM at **** N Hwy 97, Building K, Deschutes Conference Room.

Requests for clarification, change, or approval of equivalents must be received by the SPC no later than the deadline specified in Section A. 3 Solicitation Schedule, which is 7 calendar days prior to the closing bid.
