This is a public tender notice from the City of Jersey City, New Jersey, for the replacement of HVAC equipment at the Pershing Field Complex. The scope of work includes replacing rooftop units, pool heat exchangers, and zamboni room unit heaters. Proposals must be received by Friday, June 9, 2026, at 4:00 PM. Contract documents and specifications can be downloaded from www. ***. *. * must comply with New Jersey state requirements regarding equal employment opportunity, affirmative action, and business registration. Insurance requirements include commercial general liability, workers compensation, and automobile liability. A bid guarantee of 10% of the total bid amount, not exceeding $20,****, is required. The contract will be awarded to the lowest responsible, qualified bidder. The term of the contract is one year. Payment will be made based on completed projects, with invoices submitted monthly. The city reserves the right to terminate the contract for convenience or cause. Disputes will be handled through a defined procedure involving the Business Administrator. Bidders are required to visit the site before submitting their bid.
Sealed proposals must be received no later than Friday, June 9, 2026, at 4:00 PM.
The contractor will be entitled to payments per project for services supplied. Invoices are to be issued on or before the first of each month for approval by the municipal council on the fourth Wednesday of the month invoiced. Failure of the city to meet this schedule shall not entitle the contractor to late payment charges, penalties or any other type of escalation of the invoiced amount.
In addition to any manufacturer warranty included with the purchase of equipment, the successful bidder shall warrant all installation labor, workmanship, and equipment furnished under this contract for one 1 year after the date of final acceptance by the city.
The contract, if awarded, will be awarded to the lowest responsible, qualified bidder whose bid complies with the requirements as stated herein.
Bids from bidders who are found to be unqualified and bids not accompanied by all required and properly completed bid proposals and bid documents shall be rejected.
The successful bidder, upon his failure or refusal to execute and deliver the signed contract and certificate of insurance within the required time shall forfeit the certified check, cashiers check or bid bond to the city as liquidated damages for such failure or refusal.
Every bidder must visit each location and carefully examine existing equipment conditions before submitting his bid.
A bidder claiming a mistake under N. J. S. A. 40A:11-23. 3 must submit a request for withdrawal, in writing by certified or registered mail to: Raquel Tosado, Purchasing Agent, QPA, Division of Purchasing, 280 Grove Street, 1st Floor, Room 116, Jersey City, New Jersey 07302. The bidder must request withdrawal of a bid due to a mistake, as defined by law, within five business days after the receipt and opening of the bids.
A contractor whose lobbyist failed to comply with the provisions of ordinance 39. 1 et. seq. following notice and an opportunity to be heard, shall be disqualified from entering into contracts with the city for a period of two 2 years for each violation.
