The RFI requests responses from businesses that can provide the required services under NAICS code ****, focusing on technical expertise in credential management strategy, operations, and testing initiatives, including biometric identification, smart card technology, and access control systems.

Proposals will be evaluated based on the offer most advantageous to the Authority, using criteria including relevant experience and qualifications (25%), quality and clarity of proposed approach (25%), demonstrated success in similar searches (20%), commitment to diversity and inclusion (10%), cost and value (10%), and references (10%).

Proposers must demonstrate minimum qualifications including experience with startup organizations or newly formed authorities, knowledge of regional transportation systems and governance, a strong track record of diverse candidate recruitment, expertise in executive assessment methodologies, and the ability to complete searches within an aggressive timeline.
