The deadline for submitting capabilities statements is July 10th, 2026, at 10:00 AM PST.

Interested parties must provide a capabilities statement including business name, address, point of contact, phone number, email address, business size, type, SAM unique identifier, and affirmation of capability to perform according to the SOW. Vendors must also provide copies of appropriate government licenses and be CLIA certified and CAP accredited or equivalent.

Routine services require 12-hour notice for onsite service, with arrival within two hours of the scheduled appointment. Emergency services require arrival onsite within four hours of the telephone call.

Payments shall be made monthly in arrears upon receipt of a proper invoice. Invoices will be electronically submitted to the Tungsten website. Payments shall be made monthly in arrears.

One award will be made to the offeror whose quote represents the best value to the government considering price, experience and nonprice factors.

Personnel assigned must be subject to review and approval by VA. Medical Director must be MD or DO, board certified and licensed. Therapeutic apheresis staff must be RNs or allied health professionals with current unrestricted licenses, trained in therapeutic apheresis techniques, and possess specific competencies. BLS or ACLS certification is required.

Failure to comply with contractor personnel security requirements may result in termination of the contract for default. Failure to comply with immigration and nationality act provisions may result in prohibition from working at the contractor's place of business and contract termination for breach.

Results must be provided in a timely manner, within 3 business days from receipt of test via remote terminal or electronic delivery to the transplant team.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted monthly. The government will make payment in accordance with the prompt payment act.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Contractor must have and maintain all licenses, permits, certification, and accreditation required by law to perform such testing.

The contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any sensitive personal information (SPI).

Failure to comply with information confidentiality, privacy, and security provisions of the contract can be grounds for withholding payment or termination for default or cause.
