Responses to this IFB must be received July 08, 2026, 10:30 am Central Time.

Payment will be made in accordance with the pricing provided on exhibit C pricing sheet. The agency must acknowledge satisfactory performance and receipt of products before approving invoices for payment.

Award will be made to the bidder whose response offers the best value to the state based on all factors considered, including price, meeting or exceeding requirements, and ability to meet performance delivery requirements.

Bidders must submit a comprehensive response including all required information and documentation to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

The contractor shall be required to correct all performance issues reported by the HHSC contract manager within 48 business hours. Failure to do so may result in delayed payment or nonpayment.

The formal protest procedure is available to any bidder who is allegedly aggrieved in connection with the IFB, evaluation, or award of a contract by HHSC.

Failure to comply with IFB instructions, including submission requirements, may result in disqualification. Submitting exceptions to the IFB, including assumptions, could also lead to disqualification.

The estimated historical spend for the same or similar goods or services was between $70,**** to $90,**** for the period FY 2025.

Proposals are due by July 10, 2026, 2:00 PM MDT. Electronic submissions must be submitted online at bidnetdirect. com. Late responses will not be considered for award.

Payment will be based on agreed-upon milestones and acceptance of deliverables, with final payment terms negotiated as part of the contract. The city's standard is net 30 days after the date the city receives an accurate invoice and has accepted the product or service.

The contract shall remain in effect until all items/services purchased have been delivered and accepted. Any warranty period which exceeds this term shall remain in full force for the duration of the warranty period.

The award will be based on the highest evaluative score from the RFP evaluation committee, considering firm qualifications and experience, understanding of project scope, proposed approach, public sector experience, price, and performance measures.

Vendors must be engaged in supplying products or services rendered, have an established satisfactory record of performance for at least two years, and possess sufficient finances and structure to execute contract requirements.

Contact with the requesting department may result in vendor disqualification. Misstating or concealing a material fact, or not strictly conforming to solicitation requirements can lead to rejection of an offer.

Required delivery date (RDD) is 14 weeks from award.

Payment will be made via WAWF (Wide Area Workflow) paid by DFAS.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

An award will be made based on lowest price, technically acceptable (LPTA).

Vendors must be registered in the SAM database to be considered for award. Quotes will be evaluated for technical acceptability and price reasonableness. Vendors must provide a detailed unpriced capabilities statement.
