Holiday Lighting Services
Scope of work contract for holiday lighting and decor services.
The City of Ocala requires holiday lighting and decor services. The vendor will provide lease and installation services for holiday decorations, including all labor, materials, supervision, tools, equipment, and vehicles. The contract term is three years with one optional one-year renewal term. Price increases are subject to negotiation and CPIU. The vendor must meet specific experience and insurance requirements. Installation, maintenance, removal, and storage are included in the lease pricing. The vendor must submit invoices twice during the display year, one for 80% of the total amount due within 30 days of installation and one for 20% within 30 days of removal. Additional display options and substitutions must be submitted with photos and pricing. The city reserves the right to deny any substitution requests and approve or deny additional display options. Bidders must upload a completed price proposal and bid on all line items. Award will be made to the lowest bidder meeting all requirements. The vendor must perform a minimum of 70% of the work with their own forces. Services assigned to subcontractors must be approved in advance by the city project manager. The vendor must follow all safety precautions and be responsible for any damages. The vendor must keep the premises free of waste materials and rubbish. The vendor must clean the work area after each day of work and upon completion of the work. The vendor must provide an assigned project manager, who will be the primary point of contact. The vendor must provide a valid telephone number and address at all times to the city project manager. The telephone must be answered during normal working hours or voicemail must be available to take a message. The vendor must replace any incompetent, unfaithful, abusive, or disorderly person in their employment. The city and the vendor must each be promptly notified by the other of any complaints received. The vendor must possess/obtain all required equipment to perform the work. A list of equipment shall be provided to the city upon request. All company trucks must have a visible company name/logo on the outside of the vehicle. The city will provide access to city facilities, single-phase service, and lighting of oak trees on the downtown square. The vendor shall complete all work in accordance with city policies and procedures and all applicable state and federal laws, policies, procedures, and guidelines. The vendor shall obtain and pay for any and all licenses, additional equipment, dumping and/or disposal fees, etc. , required to fulfill this contract. Installation shall be in compliance with all requirements and instructions of applicable manufacturers. The vendor is responsible for any and all damages including but not limited to buildings, curbing, pavement, landscaping, or irrigation systems caused by their activity. If the vendor is advised to leave a property by the property owner or their representative, the vendor shall leave at once without altercation. The vendor shall then contact the city project manager within 24 hours and advise of the reason for not completing the assigned project. Data collected by the vendor shall be in a format compatible with, or easily converted to, the city's databases. A sequential naming convention should be applied to the files and documentation provided to the city. The vendor shall ensure that all documents prepared under this contract have been prepared on a Windows-based operating system computer using the most current version of Microsoft Office, which includes: Word, Excel, PowerPoint, Access or any other software as specified and approved by city staff.
