The unit shall be warranted against defects in material and workmanship for the manufacturer's standard warranty for government use. all items must be covered by the manufacturers warranty.

The award will be based on best value, which may include lowest price, ability, qualifications, experience, delivery schedule, past performance, and life cycle costs. tpwd will award a contracts to the respondents whose quote is considered to be the best value to tpwd, price and other factors considered.

Bidders must certify they are eligible and not subject to suspension or debarment. respondent certifies that the responding entity and its principals are eligible to participate in this transaction and have not been subjected to suspension, debarment, or similar ineligibility determined by any federal, state or local governmental entity

Default in promised delivery authorizes TPWD to purchase goods elsewhere and charge any increased costs to the contractor. default in promised delivery without accepted reasons or failure to meet specifications authorizes tpwd to purchase goods and services of this contract elsewhere and charge any increased costs for the goods and services, including the cost of resoliciting, to the contractor.

Award will be made to the lowest priced offeror whose quote is technically acceptable and whose past performance is acceptable.

Offeror demonstrates satisfactory performance on similar contracts and has no terminations for cause or default within the past three 3 years.

Offeror has a record of unsatisfactory performance or one or more terminations for cause or default within the past three 3 years.

The required delivery date is 120 days after award, with a specific date of 12/31/2026 mentioned for delivery.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system.

A minimum one-year parts and workmanship warranty is required, or the manufacturer's standard warranty, whichever is greater.

Award will be made to the responsible offeror whose proposal is most advantageous to the government considering price, delivery, technical compliance, warranty, and past performance.

This requirement is a small business set-aside, and only qualified contractors may submit a quote. Offerors shall meet or exceed all salient characteristics.

Inspection and acceptance will be performed by the government at destination.

Any offered item that fails to meet the minimum salient characteristics is nonresponsive. Failure to comply with security procedures may result in denial of access or contract termination.

Bids are due July 27, 2026, by 5:00 p. m. Any bids received after the designated date and time will be ineligible for award.

Award will be based on cost and availability. The lowest most responsive, responsible bid will be the determining factor.

The nation may make investigations to determine the bidder's ability to perform. The nation reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the nation such bidder is properly qualified to carry out the obligations of the contract.

Bids received after the designated date and time will be ineligible for award. Conditional bids will not be accepted.
