The Pennsylvania State Archives (PSA) is seeking a vendor to provide grounds maintenance services from April through the end of the mowing season. Services include weed control, mulching, trimming, leaf debris cleanup, spring cleanup (by May 1st), and fall cleanup (by November 15th). The vendor must provide all labor, materials, supplies, and equipment. Bids must be submitted electronically through the PA Supplier Portal by 2:00 PM on May 5, 2026. Questions are due via email by 11:00 AM on April 22, 2026, to ***@***. *. * bulletins and answers to questions will be posted on the e-marketplace website. The contract term is 12 months with an option to renew for up to four additional one-year terms. The contractor must have a Commonwealth vendor registration number. Insurance requirements include workers' compensation, comprehensive general liability, and property damage liability. The winning vendor will be selected based on the ability to supply all services, satisfactory reference checks, and the lowest price. Invoices will be submitted monthly via email to ***@***. *. * and paid via ACH. The cost of mulch will not be part of the bid evaluation but will be reimbursed upon submission of receipts, with a maximum markup of 10% above the actual price paid.
The bid is due electronically by 2:00 PM on May 5, 2026. Spring cleanup must be completed by May 1st, or as soon as possible after contract execution if the contract is not fully executed by May 1st. Fall cleanup will occur no later than November 15th.
The winning vendor shall submit monthly invoices, and payment will be made through the Automated Clearing House (ACH) via electronic transfer of funds. The Commonwealth will reimburse the contractor for the purchase of materials upon submission of an invoice accompanied by receipts of proof of expense, with a markup not exceeding 10% above the actual price paid.
The contract award criteria are that the contractor must be able to supply all services listed in the bid package, receive satisfactory reference checks, and submit the lowest price.
To be considered, bids must respond to all requirements and attach the necessary documents with the electronic bid response, including company information to support the company's background, a letter demonstrating a clear understanding of the services, references for 3 similar services performed within the last 5 years with full contact information, and the completed **** worker protection and investment certification form. Any addendums must be signed and attached. The contractor must also apply for a Commonwealth vendor-supplier registration number.
Vendors will correct maintenance work not performed in accordance with the stated scope of work. No additional payment will be made for the correction of unacceptable maintenance work or for repair of any damage to the grounds or physical structures at the PSA during the performance of maintenance work.
The bid notice does not require sample submission.
Questions for the IFB must be submitted via email by 11:00 AM on April 22, 2026. Answers to all questions and/or formal addendums will be attached to the solicitation on the e-marketplace website. No other questions will be permitted after this date.
