Proposals must be received no later than 2:30 p. m. Eastern Standard Time on Wednesday, July 22, 2026.

Vendors must be qualified and capable of providing the comprehensive service components requested.

The contractor must mobilize shelter staffing and operational resources within forty-eight (48) hours of activation notice from the City.

All assigned personnel shall receive training in shelter operations, demonstrate knowledge of emergency shelter procedures, be familiar with American Red Cross sheltering guidance and best practices, receive training in trauma-informed care, receive deescalation training, and understand emergency response procedures. Prior to assignment, the contractor shall conduct criminal background checks and sex offender registry checks, and verify employees are suitable to work in emergency shelter environments.

Prohibit assignment of individuals with disqualifying criminal histories involving violence, abuse, or sexual offenses.

Proposal submission deadline is July 24, 2026, 5:00 PM.

Proposals are solicited from qualified organizations.

Proposals must be submitted by July 9, 2026, at 1:00 PM. Bid proposals that are not present in the Providence Public Schools Purchasing Department at the time of opening for whatever cause will be deemed to be late and will not be considered.

Vendors must have a Master's degree in social work, counseling, or a related field, with at least 3 years of experience working in an educational setting.
