The Center for Industrial Research and Service (CIRAS) is seeking proposals from qualified third-party resources (TPRs) to provide services in executive strategy, growth, operational excellence, and workforce areas. This is a non-personal services contract for knowledge management portal support services. The period of performance is for one base period of 6 months and one 6-month option period. The work will be performed primarily at the Defense Security Cooperation University (DSCU) campus in Arlington, Virginia. The contractor must have a secret clearance at the time of proposal submission and maintain the required security level throughout the contract. All contractor employees must complete annual government-furnished training in information assurance, privacy act, operational security, and other assigned training. The contractor is responsible for conducting business between 8:00 AM and 5:00 PM, Monday through Friday, except for federal holidays or when the government facility is closed. The government may permit telecommuting. The government will provide a secure laptop with access to required portals, networks, and business applications, as well as relevant internal documents and datasets. The contractor must provide paper, printers, and other basic office equipment. Key personnel resumes must be provided. The contractor shall schedule, coordinate, and host a kickoff meeting no later than ten days after the award. The contractor shall develop and deliver a monthly status report by the 10th day of each month. The contractor must comply with all government security regulations and requirements, including the National Industrial Security Program Operating Manual (NISPOM), 32 CFR 117, and other government security guidelines. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. All deliverables shall be due to the DSca CORs for the applicable task no later than 5:00 PM (**** hours) as appropriate for the time of year standard or daylight savings time and primary performance location for the deliverable.
