The proposed design-bid-build project will be procured as a competitive, firm-fixed price contract.

Consultant personnel must meet specific qualifications, including certifications for project engineers, inspectors, and testers. Project engineers need demonstrable construction administrative experience and emphasis on highway reconstruction. Inspectors need experience in bridge work. Testers must be certified by the American Concrete Institute (ACI), Colorado Asphalt Technician Certification Program (Labcat), or WAQTC qualification program, depending on the specialty. the tester shall be certified to perform the project sampling and testing in accordance with cdot requirements. these requirements typically include the following certifications: capa levels ab, aci, waqtc, and nuclear gauge operation.

The work must be completed within 60 days of issuance of the notice to proceed.

The contract will be awarded to the lowest responsive, responsible bidder for the total extended price bid.

Bidders must provide evidence of experience, ability, and financial standing, as well as a statement of available equipment.

Proposals may be considered unresponsive and rejected if required forms are not included at bid opening. Failure to furnish bonds within five days of award notice may result in forfeiture of deposit and award to the next lowest bidder.

The contractor shall begin performance within 14 calendar days and complete it within 300 calendar days after receiving award, notice to proceed.

Award will be made to the responsible quoter whose quotation conforms to the solicitation and is determined to be most advantageous to the government, price and other factors considered.

The quoter must be responsible and have adequate financial resources, the ability to meet performance requirements and schedules, a satisfactory performance record, integrity and business ethics, and the necessary organization, experience, technical capability, and resources to perform the requirement.

A site visit will be held at the Deputy Chief of Mission Residence and Guest House on Tuesday, August 18, 2026, at 10:00 local time. Registration is required by August 7, 2026.
