The county department shall use the following minimum evaluation criteria in relative order of importance: identifies and demonstrates an understanding of the technical and management issues that are critical to successfully accomplishing the project

Contractors must submit proof of minimum three years in business and proof of office within Arizona. minimum of three years in business proof shall be submitted with proposal.

Bids must be received no later than 11:00 a. m. on thursday, october 15, 2026, at the following address: pamela o neill albany county purchasing agent 112 state street, room 820 albany, ny ****.

Payment will be made upon the submission of a completed albany county claim form.

Bids will be evaluated based, as a minimum, upon the following criteria: a lowest total bid cost and projected timetable for completion of services and/or delivery of goods described herein, b completeness of the bid and c bidders demonstrated capabilities and professional qualifications.

All bidders shall submit the bidder qualification questionnaire as part of the bid. Each bid must contain evidence of the bidders qualification to do business in new york state or covenant to obtain such qualification prior to award.

In the event of a breach by contractor, contractor shall pay to the county all direct and consequential damages caused by such breach, including, but not limited to, all sums expended by the county to procure a substitute contractor to satisfactorily complete the contract work, together with the countys own costs incurred in procuring a substitute contractor.

A site visit will be held 10:00am thursday, october 8, 2026 at 209 church st albany, ny 12202. this is the only scheduled site visit. interested bidders are strongly urged to attend.

The county reserves the right to reject any bid if the information submitted by, or investigation of, a bidder fails to satisfy the county that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.

The warranty must be a minimum twelve 12 months after city acceptance.

The bid will be awarded to the lowest responsible and responsive bidder based on several criteria.

A mandatory prebid meeting will be held in person on Tuesday, October 6, 2026, at 1:00pm pst at the Ventura water recycling facility.

Failure to attend the mandatory prebid meeting will result in proposals being considered nonresponsive and rejected.
