Delta Charter Township is seeking Statements of Qualifications (SOQs) from professional engineering firms for evaluation, planning, and engineering services for Phase II capital improvements at their Water Resource Recovery Facility (WRRF). The objective is to reassess prior design work, evaluate alternatives, identify cost-effective improvements, and ensure regulatory compliance and long-term operational reliability. SOQs are due June 29, 2026. This is a qualifications-based selection process, with fee proposals to be negotiated with the selected firm. Key evaluation criteria include relevant WRRF AWT experience, project team qualifications, technical approach, and past performance.
SOQs are due no later than Monday, June 29, 2026, at 4:00 PM, local time. Late submissions will not be considered.
The selection is qualifications-based. Evaluation criteria include relevant WRRF AWT experience (20 points), project team qualifications (20 points), technical approach and understanding (20 points), past performance references (10 points), project management QAQC (10 points), and schedule and responsiveness (20 points).
Firms must submit statements of qualifications including cover letter, firm and subconsultant information, project manager identification, proposed project team, organizational chart, resumes, five comparable project examples, at least three references, project understanding, QA QC procedures, proposed schedule, authorized negotiators, insurance documentation, and conflict of interest disclosure.
