The proposal due date and time is Monday, June 15, 2026, by 2:00 PM Eastern Time. Proposals must be received by email by this deadline.

Contracts resulting from this RFP are considered cost reimbursable, meaning successful bidders will invoice for actual expenses incurred to provide contracted services for the previous month against an agreed-upon budget included in the contract.

The contract will be awarded to the bidder whose proposal is most advantageous to the state of Delaware, taking into consideration all evaluation factors set forth in the RFP. The state is not obligated to award to the lowest priced proposal or the highest scoring proposal.

Bidders must submit a completed 12-month DSCYF budget form and salary detail, along with a budget narrative describing all assumptions and calculations. A Delaware business license is required at the time of contract execution. Criminal background checks are mandatory for all employees, volunteers, or representatives who have regular direct access to children or provide services directly to children.

Any contractor failing to comply with criminal background check requirements shall be guilty of a class A misdemeanor and punished accordingly. The contractor shall also be subject to a civil penalty of not less than $1,000 nor more than $5,000 for each violation.

The RFP does not require sample submissions.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten (10) calendar days prior to the time set for opening of the proposals.

The total funding available is $250,000 annually.

The bid notice states that bidders must provide business references, a list of contracts in the State of Delaware, identify by location and describe qualifications and experience providing group home services and comprehensive care management, provide staffing organization charts, current staff resumes, describe screening and hiring procedures, staff training/orientation/development, staff qualifications and experience working with individuals with serious mental illness and/or substance use disorders, experience and strategies for assisting residents in vocational/employment pursuits, measurable outcomes experienced with similar populations, and experience with past or current partnerships.

The bid notice states that payment will be made after services have been rendered and after medical billing has been pursued and is not applicable and cannot be recouped. The center will pay for specified services as written and documented in a contract agreement, at a negotiated daily per diem rate. All services and products rendered under contract to the center must be preauthorized in writing by the center, or the center will not assume responsibility in the payment or collection of such services. A contract provider must invoice the center only one time per calendar month and each invoice must be accompanied by supporting documentation as required by the center. The center reserves the right to withhold any payments to contractor until services are completed to the satisfaction of the center.

The bid notice states that applicants must be registered with the Secretary of State in Texas and have a tax identification number. Individuals providing professional services must hold valid Texas licenses and/or certifications as required by state law. Applicants may not have been convicted of a crime relevant to a persons duties including any sexual offense, drug-related offense, homicide, theft, assault, battery, or any other crime involving personal injury or threat to another person.

The bid notice states that false statements or false information provided by an applicant may result in disqualification from or termination of enrollment into the network. Failure to report changes in treatment within the specified timeframe will result in withholding payment for services provided before authorization for treatment changes were given. Failure to report pertinent information within the specified timeframe will result in the withholding of payment for services covered by the information.
