Delivery is requested ASAP after notice of award, receipt of purchase order, or authorized calls for delivery, unless otherwise specified. Bidders guaranteed delivery is days. The county reserves the right to reject any bids that propose a lengthy delivery schedule if the items are required promptly.

County terms of payment are 2 10 net 30. Bidder may offer alternate terms here: discount and alternate terms will not be used in award determination.

Lot 4 includes a 3-year Rhino Dock Plus Warranty for the dock only. Lot 13 includes a 3-year computer warranty for the Rhino Tab M4. All items delivered must be guaranteed against faulty materials and workmanship.

Awards may be made by individual item, grouped items or lot. The county reserves the right to reject any or all bids or any portion thereof. Delivery time may be a factor in determining the winning bidder.

The purchasing agent reserves the right before making award to make investigations as to whether or not the items, qualifications or facilities offered by the bidder meet the requirements set forth herein and are sufficient to insure the proper performance in the event of an award. The bidder must be prepared, if requested, to present evidence of experience, ability and financial standing.

Failure to deliver items or equipment that do not meet county specifications or are not received within the specified delivery time may be cause for cancellation of the order and vendor declared irresponsible. Any additional costs incurred by the county may be charged to original vendor.

Samples, when required, must be delivered prior to the bid opening and free of charge. Samples will be returned at bidder's expense and bidder is required to arrange for pick up.

Vendors protesting or disputing bid specifications must do so in writing during the bid opening period prior to the due date to be considered. Such protests must be in the possession of the Bureau of Purchase and Supplies three working days prior to the bids opening.

Failure to complete this bid in its entirety may result in disqualification. Copies obtained from any other source are not considered official documents and will be considered incomplete if missing addenda, if any, resulting in disqualification.

The requested delivery date is 09 june 2026.

All challenges must be filed within five 5 business days of the publication of this event.

The award will be based on he very lowest discount pricing available.

The required completion date for the work is August 31, 2026.

Payment will be made by electronic payment through PayModeX. Invoices may be submitted electronically to ***@***. *. * and ***@***. *. * sum of 5% will be retained from approved invoiced amounts.

Energy Northwest will consider several factors for bid evaluation and will not evaluate based on cost alone. The contract will be awarded to the responsible, responsive, and qualified bidder with the lowest price, whose bid is most advantageous to Energy Northwest, considering price and any other factors.

Bidders must be qualified and meet specific responsibility criteria, including having a current certificate of registration as a contractor in Washington State, a Washington Unified Business Identifier number, a Washington Employment Security Department number, a Washington Department of Revenue state excise tax registration number, and industrial insurance workers compensation coverage.

A mandatory examination of the site is scheduled for Monday, June 22, 2026, at 11:00 AM PST at Energy Northwest MPF, **** George Washington Way, Richland, WA ****, Main Lobby.

Questions are due by Wednesday, June 24, 2026.

Bids may be rejected if they are modified, not signed, contain exceptions to general provisions, are incomplete, obscure, or irregular, omit required items or unit prices, have unbalanced unit prices, are accompanied by insufficient or irregular bid securities, or are otherwise determined to be nonresponsive. Failure to execute a contract within 10 days of award may result in abandonment of the bid.
