Proposals are due October 16, 2025, 3 PM Lexington, KY time. The University of Kentucky's general terms and conditions and instructions to bidders apply. Proposals must be submitted in two copies (technical and financial) on electronic storage devices (USB) and two printed original copies. Proposals received after the deadline will not be considered. The contract will be effective June 27, 2026 through June 30, 2029, and is renewable for up to two additional one-year renewal periods. The total contract period will not exceed five years. Annual renewal is contingent upon the university's satisfaction with the services performed. Offerors should address all criteria in their response. Deviations or exceptions to the specifications or requirements should be described and justified in a transmittal letter. The university reserves the right to accept or reject any or all proposals or parts of proposals, to waive any informalities or technicalities, to clarify any ambiguities in proposals and unless otherwise specified to accept any item in the proposal. The evaluation of proposals will include consideration of responses to the list of criteria in section 4. 0. Offerors should specifically address all criteria in their response. Any deviations or exceptions to the specifications or requirements should be described and justified in a transmittal letter. Failure to list such exceptions or deviations in the transmittal letter may be considered sufficient reason to reject the proposal.

The university will award the contract to the responsible offeror whose proposal is determined to be the most advantageous to the university, taking into consideration the evaluation factors set forth in this rfp.
