The agency (DLA Energy) is requesting a six-month extension of a sustainment support contract for the EPST and IAWT applications. The justification for sole-source selection is based on the unique knowledge and experience of the current contractor (itstrat) in working with the applications for over 20 years, including direct involvement with the application's creators. The extension is needed to align the sustainment contract with a development contract, enabling a bundled contract with robust knowledge transfer initiatives, documentation, and a phased transition plan, mitigating the high risk of operational disruption and potential security compromises associated with onboarding a new contractor. The prevailing rates associated with option period 2 will be utilized, which were deemed fair and reasonable at the time of award.

This procurement is for a sole-source acquisition of Philips Avalon FM50 fetal monitors for the U. S. Naval Hospital Okinawa, Japan. The monitors are unique due to their automated coincidence detection and ability to monitor multiple fetuses simultaneously. Market research was conducted to verify the sole-source nature of the requirement. The monitors are available through NASA SEWP. The monitors are currently in use at Naval Hospital Okinawa and other military treatment facilities across Japan and Guam. The monitors are replacing older, non-functional monitors, which pose patient safety risks. The monitors are specifically designed to integrate with other Philips components, ensuring seamless communication and data transfer. The monitors provide extensive fetal and maternal parameters, including ultrasound, fetal movement, direct fetal heart rate, toco, intrauterine pressure, maternal blood pressure, pulse rate, ECG, and SpO2. The monitors integrate with Philips IntelliSpace Perinatal, an obstetrical surveillance and information management system, supporting continuous care from antepartum to postpartum.

This is a sources sought announcement to determine the availability and technical capability of businesses to provide versatile integrating partner nation equipment refueling viper kits. Responses are due by 12:00 PM Central Time on September 9, 2025. The government requires viper kits in accordance with IAW attachment 1 to regulate fuel pressure. Responses must include business name and address, company representative, email, small business size and type, NAICS code, cage code, UEI number, contract vehicles, performance, schedule, cost risks, potential subcontractors, teaming partners, joint venture partners, and a capability package. All submissions become government property and will not be returned. Questions should be submitted in writing via email to the contracting officer and contract specialists.
