This is a combined sources sought notice and notice of intent to sole source for a Fourier Transform Spectrometer (FTS). The National Institute of Standards and Technology (NIST) Sensor Science Division requires this FTS for a new program to advance measurement science for illicit drug identification and quantification. The FTS is mission-critical for building a portable drug sensing imaging system to detect drugs in real-time, as directed by the TRANQ Research Act of 2023. Key specifications for the FTS include: - Continuous spectral coverage over the 2 µm to 11 µm wavelength range. - High spectral resolution of 0. 5 cm?¹ or better. - Compatibility with a user-supplied light source (laser or incoherent) and MCT cooled detector. - Compact design (18 cm x 16 cm x 8 cm without detector). - Peak detectivity greater than 5x10¹?. - Wavenumber repeatability of 10 ppm or better. - Scan frequency at 4 Hz or better. - Temperature-stabilized reference laser. NIST is seeking information from potential sources capable of providing such an FTS. If no alternate sources are identified, the government intends to issue a sole source award to Bruker Scientific, LLC. Respondents are requested to provide company information, details of their equipment that meets the objectives, technical specifications, reseller status (if applicable), performance capabilities, customization options, any limitations in meeting specifications, suggestions for improving competitiveness, manufacturing location, business size (small or other than small), and alternative NAICS codes if deemed more appropriate. Additionally, respondents should describe available services such as installation, training, and maintenance, standard terms and conditions of sale (including delivery time, FOB shipping, warranty details, manuals, and cleanup), facility renovation services, published pricing, and availability on federal supply schedules. Customer references are also requested. Questions regarding this notice should be submitted via email to the primary and secondary points of contact at least 5 days prior to the response date. This notice is for market research purposes only and does not constitute a commitment to issue a solicitation or award a contract. All information provided will be used for market research purposes. Respondents are advised that the government is under no obligation to acknowledge receipt or provide feedback.
The bid notice states that responses should be submitted as soon as possible, and preferably before the closing date and time of this notice.
The bid notice requests information on manufacturer warranty, including details regarding nature and duration, if available, and descriptions of available extended warranty.
The bid notice states that to be considered for award under any official solicitation, the entity must be registered and active in SAM at the time of solicitation response.
The bid notice asks if the company would be interested in inspecting the intended installation site during the market research phase.
