The government will select the most advantageous offer based on technical including delivery date, price, and past performance in no order of relative importance.

All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

All offerors must submit any questions about specifications or the solicitation 3 days prior to the solicitation close date.

Delivery must be made as ordered and in accordance with the terms of the contract. Unless otherwise specified in the bid specifications, delivery shall be made within thirty calendar days after receipt of a purchase order by the contractor.

The contractor shall not process a transaction for payment through the credit card clearinghouse until the purchased products have been shipped or services performed.

The repaired, replaced or substituted products shall be subject to all terms and conditions for new products set forth in the contract, including product warranties.

All employees, subcontractors or agents performing work under the contract must be trained technicians who meet or exceed the technical and training qualifications set forth in the bid specifications or the bid, whichever is better.

The contractor agrees that in the event employees will be hired for this project, it will make a good faith effort to employ persons residing in Rockland County for the particular job title required.

Where a site inspection is required by the bid specifications or project definition, bidder shall be required to inspect the site, including environmental or other conditions or pre-existing deficiencies in the installed product, equipment or environment, which may affect bidders ability to properly deliver, install or otherwise provide the required product.

The commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract. Unless otherwise instructed, samples shall be furnished within the time specified in the request.

Bidder may be disqualified from receiving awards if bidder, or anyone in bidder's employment, has previously failed to perform satisfactorily in connection with public bidding or contracts.

The material is to be delivered to Pascagoula, MS by September 01, 2026.

All responsible sources may submit a capability statement in accordance with the solicitation, which shall be considered by the agency if received on or before **** pm PDT on June 28, 2026. The capability statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Contractors doing business with this office must be registered with the System for Award Management (SAM).

Firms that believe they can provide equipment or service that fully meets the governments requirements may submit substantiating documentation to the identified point of contact within 5 days after publication of this synopsis.

No award can be made to a company not registered in SAM.
