This is an Invitation for Bid (IFB) from the Texas Parks and Wildlife Department (TPWD) for the purchase of five 21 to 23 ft. fiberglass boats, five 250hp outboard motors, and five boat trailers for the Law Enforcement Division. Bids are due by 2:00 PM CST on April 23, 2026. The award will be made on an all-or-none basis to the respondent whose quote is considered the best value to TPWD, considering price and other factors. Bidders must be actively licensed marine dealers, manufacturers, or authorized distributors. Documentation of authorization is required if bidding as a distributor. The bid must include line-item costs for each item, even though the packages will be delivered fully assembled. Delivery is FOB destination to multiple TPWD Law Enforcement Region offices across Texas. A pre-delivery inspection of the assembled boats with accessories, outboard motor, and boat trailer is mandatory at the vendor's facility prior to scheduling delivery. Optional accessories may be awarded based on fund availability and best value determination. Bidders are encouraged to submit a detailed price list for additional related accessories.
The bid due deadline is April 23, 2026, at 2:00 PM CST. Delivery terms are to be specified with the bid response, and delivery may be a factor in determining the best value award. The contract shall automatically expire upon the delivery date agreed upon and final acceptance by TPWD.
Payment normally will be made to the contractor within 30 days after receipt of a properly prepared invoice or the receipt of and the acceptance of goods/services ordered, whichever is later. State agencies are required by state law to pay properly submitted invoices within 30 days.
The unit shall be warranted against defects in material and workmanship for the manufacturer's standard warranty for government use. The warranty begins on the date the unit is determined to meet specifications and accepted by TPWD.
TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. The following factors may be used to evaluate bids: lowest price, ability, qualifications and experience meeting or exceeding the requirement, delivery service schedule, and past performance.
TPWD will only award a contract to an actively licensed marine dealer, manufacturer or manufacturer's authorized distributor of the make/model boat on which bid is placed. If respondent is a manufacturer's authorized distributor, documentation of such is required to be furnished with bid submission.
Default in promised delivery days after receipt of order or without accepted reasons or failure to meet specifications authorizes TPWD to purchase goods and services of this contract elsewhere and charge any increased costs for the goods and services, including the cost of resoliciting, to the contractor.
A pre-delivery inspection of assembled boats with accessories, outboard motor, and boat trailer is mandatory prior to scheduling delivery to the specified locations. This inspection shall be performed at the vendor's facility.
